A citizen of US residing abroad will still owe taxes each year on the whole income. It is almost paying double taxes every year. It is also against the law to give up you citizenship in order to avoid taxes. The U.S. has tax treaties with many countries in the world which allow them to exchange data on their citizens living in the other country for tax purposes
